Iraqi Foreign Minister Naji Sabri, speaking before Bush's speech, ruled out the possibility of Saddam relinquishing power. Sabri suggested Bush step down.

This is almost funny. I guess the Iraqis didn't have much else to say, so they simply decided to turn what the US was saying back on us.

Well, the situation is not symmetric. Iraq is ruled by a dictator, in violation of over a dozen UNSC resolutions, and has a superior military force on its border.

The US is ruled by an elected leader, is not in violation of any resolutions (as far as I am aware) and is not facing any hostile army, especially not a superior one.

But, hey, I guess Sabri had to say something. It's not going to matter in 44 hours.
