Although this measure is very strange, the strangest word here is the randomly placed word, "Dakar". As you may know, Dakar is the capital of Senegal, a country in Africa, nowhere near Bolinas, CA. It appears to be randomly placed there.

There, right on the front page, was a picture of Ambassador Richard Roth presenting a check for the equivalent of $29,516 to Senegal's minister of education, funding the preservation of a collection of West African art. The thing is, it's a giant novelty check.
