Iraq has been claiming not to have any weapons of mass destruction. I, of course, don't believe them. But it strikes me that even if it was true, Iraq could still possess the ability to make chemical weapons even without having any chemical weapons in existence. (Chemical weapons seem to be Saddam's WMD of choice.) That being said, security council resolution 1441 requires Iraq to list all "development and production facilities". It also calls upon Iraq (via resolution resolution 687 to "unconditionally accept the destruction ... of ... all chemical and biological weapons and ... manufacturing facilities".
